They did bring in a professional to fix it... And the fix was blocking traffic from certain areas of the world, unfortunately.

Sorry, I didn't see this until now.

Well obviously the guy didn't do a good job b/c unless the hacker was from Mexico, I'm STILL blocked A YEAR LATER. sigh

There was no hacker and it doesn't matter where in the world the person or organization who wanted to attack NF was located. DDOS attacks require traffic from tons of machines that have been infected with malware that makes them tools that attackers can use. Where those computers are located depends on where the malware has successfully spread. It's entirely possible that Mexico has a huge amount of infected machines and was sending tons of bot traffic to NF. If they haven't unblocked Mexico yet, it's likely because the traffic is still coming or periodically comes in waves.
