Follow other cam girls, porn stars, adult companies, and people you find awesome. But also check someone's tweets out before you follow them. If they don't follow many people, the odds that they'll engage with you or your posts are pretty slim. Likewise if they haven't tweeted for a few months or more. If you follow people that are engaging, RT other's posts and reply/interact with others, or that tweet very often, you can almost guarantee they'll help you get more followers.
Use hashtags. These are the #___ you see all over. Using relevant hashtags will help you to get more targeted traffic to your profile and can really increase your followers. If, for instance, I want to make a post about foot fetish, I'll search for the tag first, and see which ones are popular to use. Use tags that are relevant to you as well, not just to your content (#sexy #livecam #bigboobs #etc). Don't use too many hashtags #in #one #post #or #it #looks #kind of #spammy, and don't use long tags #whicharealongandjammedtogether.

Don't just do promo: interacting with others, posting personal or other tweets from time to time is a great way to get others to interact with you. Or interact with them first. RTing and replying to posts by others will help you get more RTs yourself, and more followers.
You can also link your Twitter with Tumblr so that it posts each time you post to Tumblr, or toggle it on/off for each post you make with a button at the bottom of your Tumblr post.
Having a nice avatar and/or background photo is great to get more exposure. So is providing a link to your personal site/cammodels link/blog in your bio.
Posting photos and/or links on twitter and tagging them with relevant tags, or adding an @(promotional user of your choice) usually gets me a lot of followers at once. By a promotional user, I mean someone that retweets mostly photos of butts/feet/camgirls/whatever. Take a picture of your butt and add @bigbutts to it, and all the followers who want to see pictures of big asses see it too. There are also numerous accounts that retweet wishlists, cam girls, etc. Just search what you're posting about to find a few people like this.
You can definitely get followers under 18, so be mindful of this and try to weed them out and/or post a warning in your bio.

Tumblr is very picture oriented, so posting or reblogging pictures with tags is a great way to get traffic. Tagging posts is always a good idea to get more people to find you.
There is a buttload of porn on tumblr. Pun intended. Following and engaging with tumblr sites that post similar content to you is a good idea, as well as following fellow sex workers. Use your best judgement about who to follow, taking into account how often they post, what they post, how many followers they have, if they reblog you, etc.
You will get dick pics and weird inbox messages, but I'm sure you already knew that.
Take advantage of Tumblr's awesome themes and customization options. You can make a tumblr with links to all your sites and profiles, etc by customizing your theme.

I do not personally host any adult content on my site, and link to my C4S stores instead of putting my videos directly on site, and instead focus my site on a fetish blog, which is fun to write and can be used for SEO as well as targeted traffic for fetish niches. On to the tips, anyway!
Watermark everything. Everything? Everything. If you're creative, making a unique watermark is also a great way to make your brand stand out.
Make sure that when you choose your domain name, that it's relevant to you and will likely stay relevant. For example, choosing a domain name based on your hair colour is bad if you dye your hair a lot. Choosing a great domain name will also help with seo. Also beware of domain names that are hard to spell or very long.
Don't be intimidated by building your own site, even if you don't know how. If you'd just rather pay someone to make your site, there are many awesome people who can do it for you. But don't be afraid to try it. It took me a couple of weeks to learn how to set up my site, and I've revamped it a couple of times, but it was a lot easier than I expected it to be. I have wordpress and found it extremely easy and fun. Basic knowledge of HTML will help you out here, but isn't absolutely necessary.(How to Set Up Wordpress)
Find adult friendly hosting. No matter if you choose a free site or are buying hosting, posting NSFW stuff might get your whole site shut down before you know it.
Try to post relevant and interesting content on your site. Blogs, pictures, etc. This will help boost your search engine rankings and get yourself seen by people who want to find pictures/blogs about what you post. The more content/more often you post, and the more people like it, the more exposure you'll get.
